Shin Godzilla is the main protagonist/antagonist of the film Shin Godzilla, released 2016. It is a more advanced form of Godzilla, having the ability to mutate its DNA and evolve rapidly, but unlike the real Godzilla, it's not that friendly. We can see Shin Godzilla evolving multiple times throughout the movie, to survive. So it attacking a city is not on completely purpose, it's a kind of defense mechanism.
So, first of all, the word "shin" has three different meanings: true, real or god. And if you watch the film, you'll understand that these three words work perfectly for Shin Godzilla.
Biologically, Shin Godzilla starts as a small creature in the sea,feeding on toxic waste. This is also the reason why it evolved so quickly. We can't really see his first form, until later in the movie, when it evolves into it's 2nd form, also known as Kamata-kun. When it evolves into its 2nd form, we can witness Kamata-kun entering the city, terrifying the citizens. In this form, Kamata-kun's still not adapted into life on land, so we can see it moving like a snake, by crawling with its body. However, since it's not that small (28m in height), the terrified citizens escape as quick as possible. In this form, Shin Godzilla doesn't damage the city that much, since it's movement is limited.

After a while, Kamata-kun suddenly stops on top of a building. Here (after a period of time), it evolves into its 3rd form, Shinagawa-kun. In this form, it finally finds enough strengh to stay up on both feet, also becoming bigger and stronger. Eventually in this form, Shin Godzilla becomes a bigger threat, but we don't see it for a long time. Since it quickly evolved into its 4th form after a short period.

Shinagawa-kun doens't have much screen time, since it evolved into its 4th form, Shin Godzilla, after a short amount of time. After it evolves into Shin Godzilla, it leaves the city quickly. We don't see Godzilla for a long time.

As you can see, Shin Godzilla looks a lot different than the original Godzilla. Its upper body is a lot thinner compared to its lower body. It also has a nuclear core kind of thing on its body, which fuels his lasers but also exhausts Shin Godzilla. Its tail is also works as a weapon, since it's even longer than the Shin. Compared to Godzilla, its arms are so small, so it can't use them to attack the surroundings. Its jaw can also split into two parts, which makes it even scarier.
Since Shin is in a disadvantage because of its physical abilities (expect its tail), it relies on its Radiation Heat Ray. This can be fired from its mouth, its plates and its tail. It's a really strong beam, capable of destroying hundreds of buildings in a matter of time. Since it can fire it even from the back of his body, it makes it even harder to deal with this kaiju.

A self mutating creature with a deadly weapon which makes it impossible to getting close to it. It is unkillable, right? Well, kind of yes. In the final fight of the movie, they freeze Shin Godzilla by injecting liqud at freezing temperatures. But it's still not "killing", since later found in the movie, Shin Godzilla's body can convert the nearby oxygen and use it as a source of energy. Which means he'll be able to unfreeze and move after some time. So, the movie ends when they "stop" this beast. But what if the movie continued? What if we could see Shin Godzilla evolve one more time? Well, we actually did. The JSDF freezed Shin Godzilla when it was evolving into its 5th stage. We can later see this from its tail.
